Isaiah 49 contains the second Servant Song and one of the tenderest promises in the Bible. Isaiah 49 has two speakers who are both at the end of their strength, and God answers each of them with more than they asked for. The first is the Servant, who tells the far-off islands how the LORD called him before he was born, shaped him like a sword and an arrow, and then hid him away. He has worked, he says, and it has come to nothing; his strength is spent for vanity. God's reply is not consolation but expansion: it is too small a thing for you to restore the tribes of Jacob; I am making you a light for the nations, so that my salvation reaches the ends of the earth. Kings who despised him will stand up when he passes. Prisoners will hear the word come out, roads will be cut through mountains, and people will come home from the north and the west and from Aswan on the Nile, while the heavens are told to shout and the mountains to sing. The second speaker is Zion herself, the ruined city, and her words are short: the LORD has forsaken me, the Lord has forgotten me. God's answer is the tenderest thing in Isaiah. Can a mother forget the baby at her breast? Perhaps she could. I will not forget you. Look, I have carved you into the palms of my hands; your walls are always in front of me. Then he tells her to lift her eyes, because children she never bore are coming from every direction, so many that she will ask where they came from, carried in the arms of kings.

Historical and literary context

Isaiah 40 to 55 addresses Judeans in Babylonian exile shortly before Persia's conquest in 539 BC, a community that felt abandoned by God and doubted it could ever be restored. This chapter opens the second half of that section, shifting from Cyrus and the fall of Babylon to the Servant and Zion. The four Servant Songs are 42:1-9, 49:1-13, 50:4-11, and 52:13 to 53:12. "The land of Aswan" in verse 12 points to the Jewish colony at Elephantine in southern Egypt. Engraving a name on the hand may recall the practice of tattooing a master's or a god's name; here God bears his people's name. Paul quotes verse 6 in Acts 13 and verse 8 in 2 Corinthians 6, and Simeon's song in Luke 2 echoes "a light for the nations."

How the chapter unfolds

Verses 1 to 6 are the Servant's own account: his call before birth, his weapons, his name, his discouragement, and God's enlargement of his mission to the nations. Verse 7 promises that rulers will honor the despised one. Verses 8 to 13 describe the restoration: a covenant for the people, prisoners freed, a highway home from north, west, and south, and creation told to sing. Verses 14 to 21 answer Zion's complaint with the mother who cannot forget, the name on God's palms, and the surprise of children she never expected. Verses 22 to 26 promise that the nations will carry her children home and that the captives of the mighty will be rescued, so that all flesh will know the LORD as Savior.

Why this chapter matters

Verse 15 is the Bible's strongest statement of God's love as maternal, and "I have inscribed you on the palms of My hands" has consoled the abandoned for twenty-five centuries; Christian readers have seen the nail marks in it. Verse 6, "a light for the nations, to bring My salvation to the ends of the earth," gave the early church its charter for the Gentile mission and is one of the most important verses in the Old Testament for the book of Acts. The Servant's admission that he labored in vain has spoken to every discouraged minister. The chapter's picture of a mother who thought herself barren watching children arrive from every direction is the heart of Isaiah's hope for Zion.

Interpretive tension to watch

The Servant is called "Israel" in verse 3 and yet is sent to restore Israel in verse 5, so he is both the nation and someone distinct from it, an individual who embodies what Israel was meant to be; readers identify him as the prophet, a remnant, or the Messiah, and Christians follow Acts in reading him as Jesus. Verse 23, with kings licking the dust at Zion's feet, and verse 26, with oppressors eating their own flesh, are violent images of reversal that sit beside the maternal tenderness of verse 15, and readers must decide how the two belong together. The song's move from "I have labored in vain" to a larger commission rather than a smaller one is itself a surprise.
