Historical and literary context
The chapter sits at the center of the Solomonic collection and marks a shift in emphasis. Where earlier chapters contrast the righteous and the wicked, chapter 16 speaks more often of the LORD directly, especially in its first nine verses, and of kings in verses 10 to 15, reflecting the court setting in which Proverbs was compiled. Its sayings about honest scales, royal verdicts, and messengers of death belong to a world of monarchy and marketplace, and its confidence that the lot's decision comes from the LORD reflects Israel's practice of casting lots to discern God's will.
How the chapter unfolds
Verses 1 to 9 form a cluster about human planning and divine sovereignty, including committing works to the LORD, motives weighed by him, pride detested by him, and enemies made peaceable by him. Verses 10 to 15 concern the king: verdicts, justice, honest speech, wrath, and favor. Verses 16 to 24 praise wisdom over gold, warn of pride before a fall, and commend humility, instruction, discernment, and pleasant words. Verses 25 to 33 gather sayings on the way that seems right, the worker's appetite, worthless and violent men, gray hair, the slow to anger, and the lot.
Why this chapter matters
Proverbs 16:9 and 16:33 are the Bible's classic statements that human beings plan and God directs, quoted wherever people think about providence and free will. Verse 18, "Pride goes before destruction, and a haughty spirit before a fall," is one of the most quoted lines in the book and has entered common speech. Verse 3, "Commit your works to the LORD," is a favorite for beginnings. Verse 32 reorders a whole culture's idea of heroism: self-control outranks conquest. And verse 24, pleasant words as honeycomb sweet to the soul and healing to the bones, is one of Scripture's finest observations about the power of kind speech.
Interpretive tension to watch
Verse 4 says the LORD has made everything for his purpose, "even the wicked for the day of disaster." Does the chapter teach that God creates people for destruction, or that even wickedness serves his purposes in the end? Read with verse 5, which holds the proud responsible, and verse 6, where iniquity is atoned for by loving devotion, the chapter affirms both God's sovereignty and human accountability without collapsing one into the other.

Proverbs 16 is bracketed by two sayings about the limits of human control. It begins: the plans of the heart belong to a person, but the reply of the tongue is from the LORD. It ends: the lot is cast into the lap, but its every decision is from the LORD. In between, verse 9 says it most memorably, the heart plans the course and the LORD determines the steps. This is not a chapter against planning; it tells the reader to commit works to the LORD so that plans succeed. It is a chapter about where the outcome lies. The middle of the chapter turns to kings, whose verdicts should carry divine justice and whose favor is like a spring rain cloud, and to the comparative worth of things: wisdom over gold, a little with righteousness over great gain with injustice, lowliness among the humble over dividing spoil with the proud. Then comes the line everyone knows, pride goes before destruction and a haughty spirit before a fall, and a line everyone should: pleasant words are a honeycomb, sweet to the soul and healing to the bones. The chapter also repeats the warning about the way that seems right but ends in death, and it closes its portrait of strength with a surprise. The one who is slow to anger is better than a warrior, and the one who rules his temper is greater than the one who takes a city.
