Psalm 23:1 is not soft religious comfort. It is a confession that the Lord himself takes responsibility for the life of his sheep.

The rest of the psalm unfolds from this first claim. Provision, guidance, protection, and home with God all stand on the reality that the Lord is the shepherd.
People want the shepherd’s comfort without the shepherd’s rule. The verse gives neither apart from the other.
“I shall not want” is not a promise of luxury. It is a confession that under the shepherd’s care nothing essential will finally be withheld.
Jesus takes the shepherd title onto himself and gives Psalm 23 explicit Christ-centered force.
