Back at Kadesh they report that the land flows with milk and honey but its people are strong and its cities fortified. Caleb urges the people to go up at once, but the other spies spread a bad report: the people are giants, and we seemed like grasshoppers to ourselves and to them.

Numbers 13 is the chapter where Israel stands at the door of the promised land and does not go in. The LORD tells Moses to send twelve leaders, one from every tribe, to scout the country, and Moses briefs them like a general: go up through the Negev into the hills, find out whether the people are strong or weak, whether the towns are camps or fortresses, whether the soil is rich, whether there are trees, and be brave, bring back some fruit. For forty days they walk the length of the land. At Hebron they see the sons of Anak, men of legendary size. In a valley nearby they cut a single cluster of grapes so heavy it takes two of them to carry it on a pole, and the valley is named for it. Then they come back to Kadesh and stand in front of the whole congregation with the fruit in their hands, and the report splits in the middle of a sentence. It really does flow with milk and honey; here is the proof. Nevertheless. The people are strong, the cities are walled, the giants are real, and the Amalekites, Hittites, Jebusites, Amorites, and Canaanites are everywhere. Caleb tries to quiet the crowd: we can certainly do this, let us go up now. The other ten answer with a report that grows as it is told, until the land is devouring its own people and the Israelites are grasshoppers, in their own eyes and, they are sure, in the giants' eyes too. Nobody in the majority report mentions God. That silence is the whole story, and the next chapter is its price.

The scene is the Wilderness of Paran at Kadesh, on the southern edge of Canaan, a year or so after Sinai; Deuteronomy 1 retells the episode and adds that the people themselves asked for the reconnaissance. The route from the Negev through Hebron to Rehob near Lebo-hamath covers the whole length of the land, roughly 250 miles each way, which fits the forty days. The Anakim were remembered as a race of giants in the southern hills, and the note that Hebron was built seven years before Zoan, the Egyptian city of Tanis, is a rare synchronism. The Nephilim recall Genesis 6. The Valley of Eshcol, "cluster," near Hebron was famous for its vineyards, and the season of first ripe grapes is late summer.

Verses 21 to 25 narrate the journey, the giants at Hebron, the grapes of Eshcol, and the forty days. Verses 26 to 29 give the report to Moses, Aaron, and the congregation, its good news and its "nevertheless." Verse 30 is Caleb's minority report. Verses 31 to 33 are the majority's bad report, ending with the grasshoppers.

The chapter is the hinge of Israel's wilderness story: the failure of nerve it records leads in chapter 14 to forty years of wandering and the death of the exodus generation, and it became the Bible's standard example of unbelief, cited in Psalm 95 and Hebrews 3 and 4. Caleb and Joshua are the models of faith that acts on God's promise rather than on the odds. "We seemed like grasshoppers in our own sight" has named every crisis of confidence since. The grape cluster on a pole became the emblem of the land's abundance and, today, the logo of Israel's tourism ministry. The chapter also shows how the same facts produce faith in one report and fear in another.

Both reports are accurate. The land is good and the cities are fortified; the difference between Caleb and the ten is not information but what they do with God's promise, which the ten never mention. Deuteronomy 1 says the people proposed the spying and Moses approved, while Numbers 13 has the LORD command it, and readers reconcile the two as a request granted or as a concession. "The land devours its inhabitants" in verse 32 contradicts the spies' own earlier report of milk and honey, which the narrative leaves standing as a sign of panic. Joshua's silence in this chapter, until he speaks with Caleb in the next, is also noted.
